The World Kennel Group is a set of principles, regulations and rules for activities in the field of cynology under a single logo. They are designed to ensure a future in which all dog owners, equal in dignity and rights, will have the opportunity to remain so. Based on the importance of systematizing the applicability of the standards of activity of cynological organizations.

Recognizing that such a systematization must be based on the current state of cynological norms and will require regular revision to take into account new provisions and their application to specific cases of life and experience Adhering to the principles of democracy and equality.

We, a group of cynological organizations from different countries, have developed rules, regulations and principles of work of a cynological organization.

— desiring to deepen and expand cooperation between cynological organizations of the acceding countries,

— being convinced of the importance of the role played by cynological organizations in popularizing cynology and promoting the breeding of dogs of different breeds in accordance with the standards of the country of origin, both at the national and international level,

— taking into account the emergence of new and changing breeds of dogs and seeing the need for a constant exchange of information and experience in this regard and this is in the interests of all participants,

— desiring to develop cooperation within the framework of cynological activities in their countries and,

The Participants have come to a mutual understanding and agreement on the following 

1. The Participants will cooperate within the framework of this Memorandum, acting within the limits of their competence, observing international treaties and their national legislation.

2. The International Association of Cynological Organizations carries out activities based on common interests to achieve the goals of this memorandum and the statutory goals and objectives of the Participants.

3. The Participants carry out their activities in accordance with the current legislation of their countries and this Memorandum and its appendices.

4. The Participants retain legal and economic independence.

5. The Participants will cooperate and interact based on the principles of democracy and equality.

6. The Participants agreed to conduct cynological activities in a single format, relying on uniform standards for dog breeds, uniform forms and standards for document flow prescribed by the uniform Breeding Regulations. To conduct Shows activities according to uniform rules.

— Organize breeding work and maintain breeding documentation according to a single model.

— Issue national pedigrees in the countries of the Participants, drawn up according to a single model and in a single style.

— Use uniform names of dog breeds, a title system and use uniform cynological terminology.

7. Cooperation in the field of training and advanced training of dog handlers, experts, trainers, handlers and other specialists working in the field of cynology;

8. Mutual exchange of experts and other specialists working in the field of cynology;

9. Exchange of information and experience in the field of cynology

10. Exchange of experience regarding the implementation of information technologies related to cynological activities.

11. Cooperation on other legal issues of mutual interest that may be jointly determined by the Participants.

To resolve any issues related to cooperation, the development of cooperation programs and the implementation of such programs, the Participants shall create an expert-level working group consisting of representatives of the Participants and appoint a chairman.
